The Epsilon Program is part of the Kifflom, an apparent cult-like organization that has been around since Grand Theft Auto: San Andreas. Rather than brief messages in the game and on the radio, it appears the organization will play a bigger role if today's release of a new video is to be believed.
In the video, it details the organization's 12 tenents, as footage of GTA V plays in the background. According to Rockstar's post on their newswire blog, more details will be revealed next week.
